Masters in Political Science and International Affairs by Columbia University in New York. Worked as a reporter before enrolling in the Ministry of Foreign Affairs in 1987. As a diplomat, he was placed in Tel Aviv, Brussels, Barcelona, Dublin, and in the National Defence Ministry. Between 1999 and 2006, he was an advisor for International Affairs for the President of the Portuguese Republic, Jorge Sampaio. He has published several articles on external politics, the history of diplomacy and international politics and the book “A Diplomacia de Salazar (1932-1949)” [Salazar’s Diplomacy]. He is the diplomatic advisor to the Portuguese Prime Minister since August 2017.
