A project that joins the vast list of built architectural work of this architect in the Portuguese capital, it brings us both to a critical perspective of modernism and to the main lines of research that run through his works. The territory emerges as a starting point, the basis of an analytical and rational reading on which the project is anchored and reveals itself. Selected by public tender, it is a work that reinvents the site, articulating conflicting spatial dimensions. Located on a ridgeline, the space is designed for its functions, and a plaza allows rooms and offices to be opened to light and silence. It creates a dialogue with the adjacent dual carriageway through the drawing of the two orthogonal bodies, in which the mural dimension of the built front is worked in mimicry and contrast with the pre-existing topography. This is horizontality, flow, territory recreation, and urbanity.
