The City’s Garden Neighbourhood

Promoted by EPUL in the 1970s, the Telheiras Sul Detail Plan addressed the housing shortage of the urban middle class with the construction of 3,300 houses for almost 15,000 people on 63.5 hectares. Despite its modern matrix, a critical re-reading advances: it recovers the importance of the street in the urban fabric, the buildings are organised in residential blocks and anchored in the core of Telheiras-Velho and in the existing life. Inspired by the garden city, the neighbourhood has a permeable network of pathways and green spaces, allowing for mobility. Housing, business, and collective buildings combine in a harmonious relationship centred on human needs, enhanced by the community centre and neighbourhood association.

Manuela Oliveira, an architect and ambassador for the Salvador Association, will accompany the authors on this tour with notes on accessibility in public spaces for people with reduced mobility.
