Regularisation of the Prodac Neighbourhoods
One of the most complex situations in the built fabric in Lisbon is that of informal or illegal construction, which in many cases remains unresolved to this day. This neighbourhood is one example of the material and programmatic resolution of such a case. It has also been a joyous resolution, in the sense that it opened a path towards recognition of home ownership (houses that were self-built in 1972 and 1973) for all residences in both these neighbourhoods that are home to more than 2,500 people, by means of the purchase of the municipal land on which the houses stand. The conditions for the sale also took into account the possibility that many of the residents might not have the financial means to purchase the land outright, so that the purchases were also facilitated by means of a rent-to-buy system limited to a period of ten years. This facility was a welcome solution for all those who resisted and worked over many years to find and implement solutions for the recognition and legalisation of this Lisbon neighbourhood.
