SAAL – Fonsecas e Calçada Quarter

This is an example of the intervention of the Local Ambulatory Support Service (SAAL) in Lisbon. In this post-April 25th process which promoted the relocation of populations living in slums, the author further developed the objectives of the UNOR 40 plan, carried out for the Lisbon area with Jorge Gaspar and Gonçalo Ribeiro Telles. Only about one third of the original project was built, and it executes a careful urban design for two decisions shared with the residents: the block-based typology and the average height of the buildings. The development of this project is based on the diversity of scales, proportions and uses of the public space—plazas, squares, streets, ground-level galleries—as well as the work of volumes, façade plans, diversity of fenestrations, light, shadow and depth, resulting from the flexible orientation of the housing modules in the structuring of the buildings.
