The building forms the third of the six Pombaline blocks on the northeast side of Praça do Comércio, built after the 1755 earthquake on the site of the former Terreiro do Paço with a design by Eugénio dos Santos. It is part of the ministerial complex that runs around the square, whose architecture is characterised by the rhythm given by the repetition of the arcades. Mouzinho da Silveira was the great mind behind the judicial organisation and the Supreme Court of Justice, operating since 1833 and installed in this palace from the start. It is important to point out that unlike other ministries and public institutions, the top of the judiciary organisation in Portugal has remained in the same location for almost 200 years.
